INVITATION TO BID
City of Milwaukie is seeking sealed bids from qualified and experienced contractors for rehabilitating approximately 2500 linear feet of Sanitary Sewer Pipe. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in specifications including but not limited to:
• Approximately 2500 Linear feet of Sanitary Sewer Pipes will be rehabilitated using Ultraviolet Cured-in-Place-Pipe Lining technologies.
• All work must be completed by March 31, 2027
City’s engineers estimate for this project ranges from $934,000 to $1,090,000.

This project is a public works project subject to the State of Oregon prevailing wage rates under ORS 279C.800 to 279C.870. No bid will be considered unless the bid contains a statement by the bidder that the provisions required by ORS 279C.838 or ORS 279C.840, as applicable, pertaining to prevailing wages, shall be included as part of the awarded contract. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120.
All bids must be submitted in the prescribed form and said manner outlined in the solicitation. Bids shall be accompanied by a certified check, cashier’s check, or bid bond made payable to the City of Milwaukie in an amount equal to ten percent (10%) of the total bid amount.
Bids will be received until 2:00 p.m. PDT on Wednesday, October 14, 2026. Bids submitted after the deadline will not be accepted. The public opening of bids will be held by videoconference.
