NOTICE OF PUBLIC HEARING: ORD 2026-03
On Wednesday, July 22nd at 6PM City Council will consider the adoption of ORD 2026-03 to create a Mural Code. The City does not currently permit murals through its development code. This amendment would establish standards for murals and allow their creation within the City, subject to the requirements and approval criteria set forth in the new code.
The proposed code would allow murals in certain commercial, industrial, and public areas of Molalla when approved by the City. The code establishes standards for mural location, design, content, maintenance, and removal to ensure murals contribute positively to the community and do not function as advertising signs. It also creates an application and review process, including requirements for public ownership or easements, approval criteria, and an appeal process for applicants.
The hearing will be held starting at 6:00 PM at the Molalla Civic Center; 315 Kennel Ave, Molalla OR, 97038. You may attend, offer testimony, or seek information at the hearing. Written testimony will be received by the City of Molalla until the day of the hearing and should be addressed or emailed to: City Recorders Office, PO Box 248, Molalla OR, 97038, recorder@cityofmolalla.com; note that email is preferred. Please ensure your name and address are included in the written testimony.
A copy of the draft ordinances, resolution, and staff report will be available for inspection at no cost at least five (5) days prior to the hearing. The draft ordinance will also be available the City’s calendar event for the City Council Meeting
