PUBLIC NOTICE
Notice is hereby given that the Estacada Planning Commission will hold a public hearing on Wednesday, July 15th, beginning at 11:00am in the Estacada City Council Chambers, Estacada, Oregon, and available for virtual attendance, to consider the following proposal:
Title 16 Development Code Amendments.
The City of Estacada is proposing amendments to several sections of Title 16 – Development of the Estacada Municipal Code (EMC) pertaining to the prohibition of industrial hemp production, processing, and wholesaling in Estacada city limits. This proposal is subject to the applicable criteria for development code amendments established in the Oregon Statewide Planning Goals, EMC 16.128, and applicable goals and policies of the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the City Council who will hold a public hearing on Monday, July 27th at 6:00pm in the Council Chambers at Estacada City Hall.
Conditional Use 2026-03-CU: JK Motors.
The applicant, Roman Kazmiruk, is requesting conditional use approval for a home occupation business at 1612 NE Cascadia Ridge Dr, located in the Low Density Residential (R-1) zone. The Planning Commission will hold a public hearing and issue a final decision on July 15th, 2026. This application is subject to the approval criteria in Estacada Municipal Code chapters 16.16, 16.88, and 16.92, and applicable goals and policies of the Estacada Comprehensive Plan.
Anyone wishing to present written testimony on this proposed action may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person, or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission’s decision based upon that issue.
Copies of the application and/or applicable criteria will be made available on the City’s website at: https://www.cityofes tacada.org/calendar-events/july-planning-commission-meeti ng-2/ and for inspection at no cost at City Hall. Copies of the documents will be provided at a reasonable cost. Copies of the staff reports will be available for inspection at no cost at least seven days prior to the Public Hearings.
