RAILROAD AVENUE RECONSTRUCTION PROJECT

INVITATION TO BID
General Notice
The City of Mt. Angel (Owner) is requesting Bids for the construction of the following Project:
Railroad Avenue Reconstruction

Bids for the construction of the Project will be received at Mount Angel City Hall located at 5 N Garfield St, Mount Angel, OR 97362 until Tuesday, July 14th, 2026, at 2:00pm local time. At that time the Bids received will be publicly opened and read. Subcontractor Disclosure form must be submitted to receiving office by 4:00pm on Tuesday, July 14th, 2026.
The Project includes the following Work:
The work shall be performed within the City of Mt. Angel in Marion County, Oregon. The project location is Railroad Avenue, approximately 1300-foot long extending from. to W. Church St. to the south toward W. Marquam St. to the North.
The work to be performed consists of removal of existing concrete and asphalt paving, curbs and sidewalks from the deteriorated street. Construction of a 32-foot-wide curb to curb asphaltic concrete street including curb and gutter and full depth AC paving. Replacing existing sidewalks, and construction of 10 ADA ramps. Stormwater improvements include 4 catch basins, and 420 ft of storm drain piping, 48’ manhole and connection to the existing 42” Storm Drain with a new 72” manhole. Improvements to two existing drainage crossings include replacement of a portion of the existing 36” with two 30” including rectangular concrete structures. Streetlight replacement and relocation will be required for adequate lighting according to national standards.
Bids are requested for the following Contract: Mt. Angel Railroad Avenue Reconstruction
The Project has a desired final completion date of June 1, 2027.

Bidding Documents may be downloaded from the designated website. Please refer to QuestCDN eBid Project #10239243. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A pre-bid conference for the Project will be held on Tuesday, June 30th at 2:00pm local time at the Project Site; 100 Railroad Ave. Mt. Angel, OR, 967362. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Funding
This project is funded in part by Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD), administered by the State of Oregon through Marion County, and in part by the Oregon Department of Transportation (ODOT) through the Small City Allotment (SCA) Program. All applicable federal and state requirements apply. The Project is subject to federal Davis-Bacon Act requirements in addition to BOLI requirements. The contractor must pay the higher of the BOLI wage rates and fringe benefits, or the federal wage rates and fringe benefits listed in the publication “General Wage Determinations Issued Under the Davis-Bacon and Related Acts” that is last published prior to the date that solicitation responses are due. Bidding contractors must NOT appear on Sam.gov’s disbarment list. All Bidders shall comply with Section 3 of the HUD Act of 1968 (12 U.S.C. 1701u) which requires preference be given to hiring low and very low-income residents of Mt. Angel. Other federal cross-cutting requirements apply. Women and Minority Owned Businesses are strongly encouraged to apply.

Wage Rate Requirements
This project is for a Public Work subject to ORS 279C.800 (Definitions for ORS 279C.800 to 279C.870) to 279C.870 (Civil action to enforce payment of prevailing rates of wage) and to the Davis-Bacon Act (40 U.S.C. 3141 to 3148).
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
