NOTICE OF
EXEMPTION FROM COMPETITIVE BIDDING FOR A PUBLIC IMPROVEMENT
June 15, 2026
In accordance with LCRB C-049-0600 and ORS Chapter 279C.335, this public notice is for the purpose of taking comments on the Water Environment Services (“WES”) draft findings for the approval of an exemption from competitive bidding for a public improvement (i.e., alternative contracting method), utilizing a Request for Proposal (“RFP”) for the selection of a Progressive Design Build (“Design Build”) contractor for the Sandy River Lane Force Main Replacement Project. WES’s findings supporting the use of an exemption from competitive bidding for a public improvement are on file and available for review on https://oreg onbuys.gov (OregonBuys).
Any comments on the WES findings for an exemption from competitive bidding for a public improvement utilizing an RFP process for the selection of a Design Build contractor must be submitted by Tuesday, June 30, 2026 by 6:00 PM, Pacific Time. Comments may be submitted electronically to Ryan Rice at rrice@clackamas.us. If any person submits a written request for a hearing, WES will hold a public hearing for the purpose of taking comments on the draft findings.
