INVITATION TO BID
NOTICE TO BIDDERS: Sealed bids for construction of the NW Dunbar Avenue Improvements, addressed to the City of Troutdale, 219 E. Historic Columbia River Highway, Troutdale, OR 97060-2099, telephone: (503) 665-5175, will be received by the City Recorder, Sarah Skroch, until 2:00 p.m. local time on the 14th day of May, 2026. Any bids received after the specified time will not be considered.
BID OPENING: The bids will be publicly opened and read aloud at 2:30 p.m. local time on the 14th day of May, 2026 in the Kellogg Room at the Multnomah County’s Sheriff office located at 234 SW Kendall Court, Troutdale, OR 97060-2099. The bid opening will be open to the public and can also be viewed live using Zoom Meeting. The Zoom Meeting can be accessed using the web address and meeting ID below:

WORK TO BE DONE: The work to be done consists of The work to be completed consists of construction of 1350 LF of street reconstruction and improvements including 5ft sidewalk, ADA ramps, driveway approaches, in-place pavement pulverizing, grind and overlay existing pavement, new street pavement sections, a vegetated infiltration planter, a vegetated water quality basin, signage and striping, electrical undergrounding, street lights, relocation of existing fence and gates, french drain and storm water infrastructure.
PREVAILING WAGE: This is a contract for a public work subject to ORS 279C.800 to 279C.870.
PRE-QUALIFICATION: Bidders shall have completed a minimum of three (3) projects similar in scope and size, including work within the public right-of-way. Bidders shall complete the Contractor Responsibility Form with project references to demonstrate meeting this requirement.
